Board of Education Meeting
Monday, April 22, 2024 at 6:00 p.m.
Community Room – High School Building

The Chilton Board of Education met in regular session on Monday, April 22, 2024 at 6:00 p.m. in the Community Room located in the Chilton High School building.

Mr. Terry Criter called the meeting to order at 6:00 p.m.

Roll call of Members:

Present: Mr. Terry Criter, Dr. Anna Waldron and Mr. David Juckem, Mr. Randy Lisowe and
Mr. Jerry Kolbe.

Also Present: Mrs. Sue Kaphingst, Mrs. Samantha Woelfel, Mrs. Becky Lemke, Mr. Shawn Rude, Mr. Matt Kiel, Mrs. Lori Muench, Mr. Brody Waldron and Mrs. Dawn Bartel.

Notices were properly posted.

Under reorganization of the Board, Mr. Terry Criter turned the meeting over to Mrs. Sue Kaphingst to accept nominations for the office of Board President. Mr. David Juckem nominated Mr. Terry Criter as Board President, seconded by Dr. Anna Waldron. All ayes, motion carried. Mr. Terry Criter is Board President.

Dr. Anna Waldron nominated Mr. Randy Lisowe as Board Vice President, seconded by Mr. David Juckem. All ayes, motion carried. Mr. Randy Lisowe is Board Vice President.

Mr. Randy Lisowe nominated Mr. Jerry Kolbe as Board Treasurer, seconded by Dr. Anna Waldron. All ayes, motion carried. Mr. Jerry Kolbe is Board Treasurer.

Mr. David Juckem nominated Dr. Anna Waldron as Board Clerk, seconded by Mr. Jerry Kolbe. All ayes, motion carried. Dr. Anna Waldron is Board Clerk.

There was a motion by Mr. Jerry Kolbe, seconded by Dr. Anna Waldron to approve the following Declarations: Official Newspaper – Delta Publications, Depositories – State Bank of Chilton-Checking, Local Government Investment Pool-Savings, Community Foundation for the Fox Valley Region-Scholarship Funds, and Midwest Institutional Trust Company (MITC) – CESA 6 OPEB Trust – OPEB Trust Funds. All ayes, motion carried.

 The Elementary School presented Spotlight on Learning.

There was a motion by Mr. Randy Lisowe, seconded by Mr. Jerry Kolbe to approve the following Consent Agenda items: Approval of minutes from previous board meetings to include committee meetings. Approval of bills as presented and authorize payment of check #216023 - #216083
and ACH #232400687 - #232400747. The April receipts were $687,580. The April disbursements including payroll were $1,468,379.23. All ayes, motion carried.

Recommendation for Resignation: Megan Tyson, High School Dance Coach; Kendra Plate, High School Dance Coach; Brittany Mayer, High School Science Teacher, and Heidi Braun, Special Education Teacher.

COUNTY Employees - For Information Only - No Action Required:
Recommendation for Resignation: Lisa Zeit, Special Education Teacher Cross Categorical/EBD.
Recommendation for Hire: Ivanna Carroll, Special Education Paraprofessional.

Administrative Reports:

Mrs. Sue Kaphingst, Superintendent, gave the following update: Building Update.

Mrs. Becky Lemke, Elementary School Principal, gave the following updates: Upcoming Events and End of Year Wrap Up.

Mr. Shawn Rude, High School Principal, gave the following updates: Spring Event Updates, State Testing Updates, and End of Year Activities including Graduation Information.

Mr. Matt Kiel, Middle School Principal, gave the following updates: Washington DC, End of Year Activities and First Track Meet.

Delegations: No one signed up to speak under delegations.

There was a motion by Mr. Randy Lisowe, seconded by Mr. David Juckem to accept the following gifts: Weber Oil - $133.40-February 2024 Pump donation. All ayes, motion carried.

President’s Report: Mr. Terry Criter gave the President’s report.

Mr. Brody Waldron, Student Council Board of Education Representative, provided an update to the Board on current student topics.

Board of Education Committee Reports:

Finance Committee Report – The Finance Committee met on Thursday, April 4, 2024 at 3:30 p.m.

Education Committee: The Education Committee met on Tuesday, April 16, 2024 at 2:00 p.m.

• There was a motion by Mr. Jerry Kolbe, seconded by Mr. David Juckem to move forward to purchase and implement HMH Curriculum as stated, with Finance Committee’s approval. All ayes, motion carried.

 Buildings and Grounds Committee Report – The Buildings and Grounds Committee met on Friday, April 5, 2024 at 7:00 a.m. and Wednesday, April 10, 2024 at 7:00 a.m.

• Mr. Michael Brocker gave a presentation on a proposed wrestling room.

There was a motion by Mr. Randy Lisowe, seconded by Dr. Anna Waldron to recommend moving forward with the proposed wrestling room at no cost to the school district for the building. All ayes, motion carried.

Co-Curricular Committee Report
Policy Committee Report

There was a motion by Dr. Anna Waldron, seconded by Mr. David Juckem to approve the 2024-2025 Contracted Teachers. All ayes, motion carried.

There was a motion by Dr. Anna Waldron, seconded by Mr. Jerry Kolbe to approve Band/Choir to go on an out-of-state student field trip to Minneapolis, MN from March 21-23, 2025. All ayes, motion carried.

There was a motion by Mr. Randy Lisowe, seconded by Mr. David Juckem to approve FFA to go on an out-of-state student field trip to Washington, D.C. from July 8-14, 2024. All ayes, motion carried.

There was a motion by Dr. Anna Waldron, seconded by Mr. Jerry Kolbe to convene into closed session to discuss Administrative, Chilton Education Association (CEA) and Support Staff Wages and Benefits, and the Superintendent’s Evaluation. Upon a roll call vote: Criter-aye, Lisowe-aye, Kolbe-aye, Waldron-aye and Juckem-aye. All ayes, motion carried.

There was a motion by Dr. Anna Waldron, seconded by Mr. David Juckem to reconvene into open session. All ayes, motion carried.

In open session, there was a motion by Dr. Anna Waldron, seconded by Mr. Jerry Kolbe to approve 4.12% increase to teaching staff, 5% increase to support staff, and 4% increase to administrative staff for the 2024-2025 school year. All ayes, motion carried.

There was a motion by Dr. Anna Waldron, seconded by Mr. David Juckem to accept the proposal from the Compensation Committee regarding longevity, stipends and personal days. All ayes, motion carried.

There was a motion by Mr. David Juckem, seconded by Mr. Jerry Kolbe to convene into closed session to discuss the Superintendent’s evaluation. Upon a roll call vote: Criter-aye, Lisowe-aye, Kolbe-aye, Waldron-aye and Juckem-aye. All ayes, motion carried.

There was a motion by Mr. Jerry Kolbe, seconded by Mr. David Juckem to adjourn the meeting. All ayes, motion carried.
