Board of Education Meeting
Monday, August 17, 2020 at 6:00 p.m.
Commons Area in the High School Building

The Chilton Board of Education met in regular session on Monday, August 17, 2020 at 6:00 p.m. in
the Commons Area of the High School building.

Mr. Randy Lisowe called the meeting to order at 6:00 p.m.

Roll call of members:
Present: Mr. Randy Lisowe, Mrs. Donna Koenigs, Mrs. Maria Halbach and Mr. Dave Bailey.
Absent: Mr. Terry Criter
Also Present: Mrs. Sue Kaphingst, Mrs. Samantha Woelfel, Mrs. Dawn Bartel, Mrs. Pam Schuster,
Mrs. Lori Muench, Mr. Shawn Rude and Mr. Matt Kiel.

Notices were properly posted.

Under delegations, there was a motion by Mr. Dave Bailey, seconded by Mrs. Donna Koenigs to
approve the following donations: Weber Oil Gas Pump for Chilton School District-$471.97 and
Central Garden and Pets-$350.00. All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mrs. Donna Koenigs to approve the following
Consent Agenda items: Approval of minutes from previous board meetings, to include committee
meetings. Approval of bills as presented and authorize payment of check #212750 - #212827 and
ACH # #202000027-#202100065. The August receipts were $1,826,650.65. The August
disbursements including payroll were $1,016,027.51.

Recommendation for Hire: Tara Bruckner, High School Guidance, Tiffanie Ray, Middle School
Track Coach and Angela Meier, Reading Specialist. All ayes, motion carried.

President’s Report – Mr. Randy Lisowe gave the President’s report.

Board of Education Committee Reports:

Finance Committee: The Finance Committee met on Thursday, July 30, 2020 at 3:00 p.m.

The Finance Committee meeting scheduled on Monday, August 17, 2020 at 5:30 p.m. was cancelled.

Co-Curricular Committee: The Co-Curricular Committee met on Tuesday, August 11, 2020 at
7:00 a.m.

There was a motion by Mrs. Maria Halbach, seconded by Mr. Dave Bailey to approve the Engler
Center for the Performing Arts (ECPA) Student Leadership Club and Student Activity Account. All
ayes, motion carried.

There was a motion by Mrs. Donna Koenigs, seconded by Mr. Dave Bailey to approve WIAA
Waiving of Academic Requirements. All ayes, motion carried.

Policy Committee: The Policy Committee met on Wednesday, August 12, 2020 at 2:00 p.m.

There was a motion by Mrs. Maria Halbach, seconded by Mr. Dave Bailey to dispense of the formal
reading, waive the first and second reading, and approve the third and final reading of Policy 2266
Nondiscrimination on the Basis of Sex in Education Programs or Activities – Title IX Regulations.

All ayes, motion carried.

Buildings and Grounds Committee: No report.

Education Committee: No report.

There was a motion by Mrs. Donna Koenigs, seconded by Mrs. Maria Halbach to approve the
Elementary, Middle and High School Student Handbooks. All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mrs. Donna Koenigs to approve Teacher and
Support Staff Handbooks, which includes an Addendum Concerning Pandemic Workplace Protocols.
All ayes, motion carried.

Under Administrative Reports:
Mrs. Sue Kaphingst, Superintendent, gave an update on the District’s Return to Learning Plan.

Mrs. Lori Muench, Director of Pupil Services, presented Special Education’s Return to Learning Plan,
County Transition Coordinator Services, and gave an update regarding Allies in Mental Health.
There was a motion by Mr. Dave Bailey, seconded by Mrs. Maria Halbach to convene into closed
session to discuss specific personnel. Upon a roll call vote: Lisowe-aye, Bailey-aye, Koenigs-ayes
and Halbach-aye. All ayes, motion carried. Absent – Mr. Terry Criter.

There was a motion by Mr. Dave Bailey, seconded by Mrs. Donna Koenigs to adjourn the meeting.
All ayes, motion carried.
